The International 27+One film festival will take place in Moscow in December, 2009. The festival will present to the public a selection of works by Russian and European filmmakers. The festival's concept is based on the idea of short films as a form that allows creating contemporary, innovative and independent films. The festival is created by an association of EU/Russian independent Films Producers and is being co-financed by the European Commission and supported by the Ministry of Culture of the Russian Federation.  It will become a new platform for the cultural dialogue between Russian and European Union artists.

Short films today are:

• An independent art form

We do not see the short film as a step towards creating a feature. We believe the duration of a film should be determined solely by its artistic concept. We screen films created by aspiring filmmakers and select works made by established artists who have chosen short as the best format to express their artistic statement.

 

• An adequate form for an independent artistic expression and an opportunity for creative experiments with limited market constraints

We choose short film because they rely on creative ideas and artistic approaches. The world of short films is free of sequels, remakes, bright media names and other attributes of the assembly-line production that is the film industry today, based mainly on marketing and commercial considerations that hinder the development of cinema as an art form. The short films are the least influenced by market considerations and can thus become the main territory for the development of a creative contemporary cinema.

 

• A new form of dialog with contemporary audience and the most suitable answer to the challenges of new media

We think that one of the main functions of art, and cinema as an art form as well, is to create a cause and subject for human communication. The World Wide Web and other technological innovations have already affected the future of the entertainment industry. Communication modes change rapidly and people are experimenting with new forms of dialogue. This has to lead to creating new forms of cinema as an art form, and adapt it to the new communication channels.

The festival program will showcase short films from the 27 member states of the European Union and Russia. The assumption behind the festival program is that Russia and the European Union, beyond their newly established political borders, constitute a single cultural space where exchanges and common endeavors should be pushed further. The selection will focus preferably on comedies or films having a humorous or paradoxical point of view.

During the Festival, roundtables and lectures will be held by representatives of the European  Union and Russian  film industry/institution.

• 27+ONE will become a platform for the short film as an independent and contemporary art form made for a broad audience.

 

• 27+ONE will present to audiences and professionals, a wide panorama of genres, themes and cultural contexts as well as a range of special projects aimed at adapting short films to the existing forms of film distribution.

 

• 27+ONE will become a launch point for the development of new forms of distribution, suitable specifically for the promotion of short films on the international market;

 

• 27+ONE will become the platform for the cultural and artistic dialogue and exchanges between the EU and Russia film communities.

  Thaleia Productions is a newly Paris based film and television production company founded by producer Jean-Philippe Reza. He has been active in the audiovisual field for many years, which include an expertise in international co-productions, and played a proactive role in the development of the film and media sector. Amongst the features films  he produced are "Lulu Kreutz Picinc", " To Take a Wife" , "Shiva" and the TV serie "La Boutique de Michelle&Michel". Since 1999, he is a member of the board of experts of the Internet portal FilmFestivals.com which became a reference in the festivals domain, and since 2005, the General Secretary of La Nuit des MediasTM , one of the major event regrouping all the major key players of the French movie/media community.

   Cinematะตka was founded in 1992. The main fields of its activity are the creative development of film projects, support of the shooting process, digital non-linear editing and digital postproduction of film image through the Digital Intermediate workflow, development and production of visual and special effects and CG as well as the introduction of the cutting edge contemporary digital technologies to the film industry. Today Cinemateka represents a number of talent and technical specialists in the field of cinema - directors, editors, special effects directors, colorists, designers - and provides the technical and creative environment for their positive performance. 17 years of Cinemateka operation allowed it to participate in production and post-production of more than 50 feature films and several hundred commercials.  

    Pixies Films is a Paris based production company producing commercial and feature films. Remy Badan, CEO of Pixies and former photographer, has always wanted to create, through Pixies, a creation tool for authors and directors. Pixies has now produced close to a hundred commercials with directors such as Peter Lindberg and Paolo Roversi , develops feature films with directors such as Isabelle Doval, Lorenzo Gabriele. The company also co-produced the feature documentary « Here to Stay », directed by Olivier Bourgeois and Pierre Barougier. "

  Casting Technology is an official representative of the company NYAT ((New York Art Theatre). NYAT is the company, producing theatrical productions for more than ten years. Since 2000 the company has been active in Russian show business, particularly in producing and the promotion of concerts, sports events and television shows.
